He forecasts continued sluggishness in trading until corporate earnings improve. Thornburn thinks there could be new speculation in oil and gas stocks when results of winter drilling become available. Cost-cutting and other controls have prepared brokers for any new storms, he says.

Payment to investors would be guaranteed under scheme, similar to one in U.S.
