Original Toronto Star caption: Melville H. Watkins, 35, an associate professor of economics at the University of Toronto, was chairman of the task force on foreign investment. He was born in McKellar, Ont., studies at the U of T and the Massachusetts Institute of Technology and joined the staff of the U of T in 1958. He spent most of the year in Ottawa, conducting the study, and plenty of time on planes, commuting from his Toronto home.
