Desk: Workmen are busy boarding up and taking safety precautions at that 'ghost building' on Bayview Extension we wrote about last week. All the balcony windows from top to bottom have been boarded for the first time anyone can remember. It is the result of our story.       Uncle Frank Dawson tends to one of his injured wildfowl at his 3 3/4-acre conservation area on Elmcrest Rd. The 83-year-old bachelor has been patching up injured birds for as long as anyone can remember. With a small creek running through the back, his property has become a haven for hundreds of waterfowl. He has lived in the same house for over 50 years and has raised a varietyof birds. But Dawson can't recall when people started to bring birds to him, he said.
