Ontario Provincial Police on one of four roadblocks set up around the site of the rock festival north of Orangeville; stop a fan arriving by motorcycle. In a search for drugs and liquor; police mingled with the 4;000 rock fans today on the 200-acre site--and the promoter; Elwood Hill; charged they were out to bust the weekend event. He said that some policemen were jumping the fence without paying the $5 entrance fee.
